AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
